Mobile communication network has been developed very fast along with the rapid social economic development. In addition to the need to provide a good quality of voice, the number of data service users is growing rapidly, customers want more speed, better multimedia services. In light of this situation, to address indoor coverage,improve service levels and satisfy the diverse demands of mobile users becomes a very urgent task. In addition, the next generation of wireless network will be a IP-based heterogeneous network. To prevent future support for the expansion of communications equipment, facilitate the integration of heterogeneous networks and provide high-speed data transmission functions, IP technology will be an important role.This article presentated and analyzed the current main techniques such as repeaters, microcell, hierarchical cellular technology and so on, which were used to solve the problem of indoor coverage problem. Compared the characteristics of these technologies and discussed the issues which need to be considered. In addition, studied the main technology which can provide high speed data services and gave a comparation of them. Based on this, an improved IP supported indoor access system design scheme was provided. Compared with the traditional GPRS/GSM access system, a new functional definition was given to base station and base station controller. Most of the base station controller functions will be moved to the base station part. IP Link replaced the traditional E1/T1 links.According to the characteristics and the important position of wireless resource in the system design,an in-depth study and research was done on resource management part of this access system on the basis of the studying of wireless parameters,wireless channel,system information and channel allocation.a detail design was given in these several parts: system config management,system message management, frequency management, channel allocation, device management ,timer management. In line with the principle of software engineering and based on the acquirement of the system function, the corresponding parts of the resource management test schemes were designed and executed.
