Digital video surveillance system has many advantage that traditional analogy videosurveillance can't match. Digital video surveillance meet the need of information worlddevelopment direction which is digital, internet and intellectual. Digital video surveillancehas been widely applied in some dangerous environment that people can not observedirectly. Video compression technique is the core of digital video surveillance. H.264 isthe new generation video coding standard. H.264 achieves very low bit rate, high quality,high compression ratio, better fault tolerance and network adaptability by adopting severalnew techniques. H.264 is good for digital video surveillance field. Using H.264compression technology to develop a kind of new type digital video surveillance systemhas an important meaning in practical application.Real-time coding is important in video surveillance application. But the computecomplexity of H.264 can not meet the application. This paper proposed some methods toimproved motion estimation of H.264. Based on Diamond Search algorithm and therelation of video, judged the motion vector before searching match block, adoptedhexagon searching model, we optimized the H.264 encoder. The experimental resultsshowed that the optimized encoder was more efficient and could meet the need ofreal-time application.Used the H.264 encoder and DirectShow framework, we devise and implement areal-time video encode and decode system. The framework is divided into certainsub-modules, such as video capture module, H.264 coding and decoding modules, controlmodule, display module, etc.
