| With the rapid development of INTERNET and information technology, and the increasingly strong demand to quick and effective information flow of researchers, electronic resources is becoming the more important component of library documents. The university libraries spend a great deal of expenditures to purchase electronic resources annually, so they have demand of evaluating the performance of electronic resources scientifically and objectively so as to adjust the purchase decision, allocate resources reasonably. Electronic journal databases are the most important component of electronic resources. Because of its special characteristics and the different demand of researchers to it, evaluation of electronic journal databases has become an urgent problem.A fuzzy comprehensive evaluation method is used in this paper to evaluation the electronic journal databases. A scientific, reasonable and generally applicable evaluation of electronic journal databases system is researched through empirical study.Several studies are focused on in this paper as follows:(1) An electronic journal databases system is designed with 5 first grade indexes, 30 second grade indexes. The indexes are representative, comprehensive, and easy to get.(2) AHP method is used to calculate the weights of indexes. Experts' determining weights method is used to calculate prior weights of experts, and hierarchical cluster method is used to calculate posteriori weights of experts. Then convex combination is used to create the comprehensive weights of experts. Based on the group AHP theory, weighted weight vector method is used to combine the experts' weight vectors of comparison matrix.(3) Fuzzy comprehensive evaluation method is used to solve the problems such as fuzzy indexes, different types, different dimensions and so on. Purchase decision will be made through the evaluation grades of the whole electronic journal databases, the evaluation grades of the criterion layer indexes, and the evaluation grades of second grade indexes. And a method of weighted average is used to analyze the comprehensive evaluation result to make a more reasonable conclusion.(4) Empirical study is made to prove the rationality and feasibility of this evaluation system.Finally, the research on this evaluation system of electronic journal databases is summarized, and the future study is presented. |
