The radar image compression and ship location plays an important part in sea area surveillance system. Radar image hosts large amount of data and can't be easily transported in the situation of limited bandwidth, so it's necessary to compress radar image before transporting. Selecting a fast and effective compression algorithm and coding method, transporting radar image data in the format of compression is the best choice. The development of wavelet transformation provides with a good theory basic for radar image compression and reconstruction. The emergence of SPIHT coding technology provides with a chance for further compression and reconstruction in low bandwidth environment. The research on ship location makes ship condition monitored in real time. By using contour tracing algorithm, the position information of ship can be identified, providing original data support for further identifying unauthorized ship.In this paper, the current radar image compression methods are discussed, and by referring to the natural image compression technology and the characteristic of human visual system, a method based on integer scheme lifting algorithm and modified SPIHT is put forward for radar image compression. By comparing the compression speed and reconstruction effect between this method and the original method, the time consumption is reduced and compression effect is better in this method which makes the application of this method in practice realizable.Then after radar image preprocess, the ship image for location can be acquired by comparing to the radar template image. Modified object neighborhood boundary tracing method is selected to perform the tracing task based on the analysis of the advantages and disadvantages between different contour tracing methods. The compare in data point number shows this method can reduces the tracing points number and improves the efficiency.As a whole, the work of this paper can increase compression and decompression speed and to an extension improve the reconstruction effect in sea area surveillance system, which makes quickly transporting of radar image possible in the situation of limited bandwidth. Ship location can be quickly performed by using modified object neighborhood boundary tracing method, which can provide reliable location information for real-time monitoring of ship.
