Fuel management is the key link to keep the produce process in a firepower plant, and the fuel department occupies most funds which can touch 70% in this kind of plant. So the control of the fuel cost is the key to reduce the firepower plant's cost. Fuel Management Centre is one of the most important departments in DF firepower plant and is in charge of the whole plant's purchasing and providing task to make sure the fuel materials like coal can guarantee the produce. It is an important measure to build a fuel management information system which can use information technology to enhance the management level in the firepower plant.This paper put forward a requirement of DF plant's Fuel Management Information System and definitude the system's main task based on practical and detailed investigations current developing stage and trend of the information management system and firepower plant management in both internal and abroad.A series of analysis and research is been given and the optimized main work flow is built up in the paper for the DF firepower plant's main fuel management process by taking full advantage of the information technology.According to the requirement of DF firepower plant's Fuel Management Information System, this paper made a general design of the system, established the general functioning structure by giving a diagram of the functioning structure figure, set up the functional design logical model by DFD-diagram and E-R model.Finally, this paper introduced the Fuel Management Information System's application situation. The system is still in constructing while the coal's analysis data have been enter into data-base and the coal's weighing and storage process had fulfilled informational processing which will accelerate the receiving course, reduce the car-staying time in the plant and also realize the data share and quick inquiry of the data in storage and quality process.
