Satellite communication earth station and satellite telemetry Telecontrol station established usually separate, whose subsystems are also established with the irrespective monitoring and controlling earth stations. With the technology development for satellite communication and telemetry & Telecontrol technology and change of all applications, it is a trend for integrating the satellite communication earth station and satellite telemetry & Telecontrol earth station, which can carry out both tasks of satellite data transmission and satellite telemetry & Telecontrol. Therefore, It is necessary for a integrated monitor and control management system.Integrated monitoring & controlling management and control system of the integrated earth station, which is built on the basis of computer communication, network and control, is an important method to realize the centralized monitoring & controlling, centralized test, task planning and process management for the integrated earth station. In this paper, based on the characteristics of monitoring & controlling system of satellite earth station and following the principle of suitable, reliable, advanced and economical, the author makes a detailed analysis on this integrated earth station application demands and characters. Meanwhile, according to the actual project, the author provides a set of complete system development scheme for the integrated earth station, which describes the whole process in terms of software project, analyses system demand, puts forward to the general scheme of the system and proposes the realization of the system.This paper provides a solution for the frame and realization of the centralized monitoring & controlling management design to establish a stable base for efficient, safe and reliable operation of satellite communication and telemetry & Telecontrol system.
