With the development of information technology, people pay much attention to digital video communication. H.26X and MPEG series video standards have been applied widely in video compression from the 1980s. The second video compression coding standard MPEG-4 has high compression efficiency and many advantages .motion estimation is the most important one. It is known that the accuracy of motion estimation usually determines the quality of decoded images to a great extent. However, motion estimation contributes to the most part of computational load in the whole video coding system. Thus research on efficient motion estimation algorithm becomes a focus in video coding field.At first, this paper gives an overview of related technologies in video compression and MPEG-4, then introduce the basic principle of motion estimation. After analyzing block-matching motion estimation, do experiments on algorithms. Based on the study of the video sequences, we find that the motion vector distribution not only has a characteristic of zero biased but also has spatial correlation. This paper presents a LCSHS, change the HEXBS to LCSH. The result of the experiment demonstrates that the LCSHS has advantages then before in both terms of quality of video and speed.In the end design the embedded network video surveillance system and improve motion estimation algorithms. Then the overall functionality and performance is tested. By analyzing the results of data from the video processing speed, it demonstrates that the system has been improved greatly than before.
