As the so-called "military strength amplifier" in nowadays war field, C4ISR System has attracted many countries' attention. In view of the large investment, long cycle and high expenses of C4ISR System, it is quite necessary to forecast and analyze its efficiency and capability before the construction. And for the already-done System, efficiency evaluation is also required when judging whether it can accomplish the preconcerted mission or whether it needs further amelioration in war.DODAF based efficiency evaluation is a very important part of theoretic research in C4ISR system. It has an extensive application in various aspects such as solution reasoning, solution optimization, and tactical guideline reasoning and so on. Besides, effective efficiency evaluation of C4ISR System is a resultful approach to save researching outlay and to shorten developing period.Focusing on the DODAF based efficiency evaluation, this paper is trying to do some helpful research and exploration. The author firstly has introduced the main content of DODAF, the basic conception of system efficiency evaluation, and then expatiated on the PSO algorithm, including its provenance, principle and application. It is pointed out that it's salutary to combine DODAF with system efficiency evaluation. Aiming at the demerits of DODAF, the author has proposed a simplified DODAF model, on which based the author has also suggested a methodology of system evolution. Whereafter, an instructional model for constructing index system has been put forward. The model has been elaborated by the author, including its content as well as its organizing structure. Subsequently, the author has described the process of building index system, where simplified DODAF model and the referred universal model of index system are involved. The author has also brought forward some effective methods to evaluate the validity and stability of index systems, which could be the guidance for betterment. Finally, an instance has been provided. The author uses AHP to calculate the value of system efficiency. In order to solve the problem of weight optimization, the author innovatively introduces PSO into efficiency evaluation domain, which has produced a satisfying result.
