WCDMA, TD-SCDMA and CDMA2000 are the 3 biggest Standards of 3G,WCDMAis in the mainstream of the mainstream. In WCDMAsystem, With the numberof HSUPAusers increased, the CE consumption is bigger and bigger, whitch is likely tobecome a bottleneck. The overview of these new technologies HARQ, 2ms TTI andNodeB based schedule, and how WCDMA system works with them was introduced atthe beginning of the thesis ; Secondly, studys the NodeB scheduling mechanism andgive a new algothrim to guarantee the efficiency when using the radio uplink resources,The existing algorithm has been improved, the MinSF-based initial CE allocationmethod has been changed into GBR-based; Five steps to adjust the CE in one periodhave been added: RLS service users CE recycling, RLS service users CE increase, CEfairness adjustment, non-service RL users'CE process and maximize use of CEresources. The conclusion shows that system time delay reduces, the CE utilization rateof NodeB has been improved, the congestion occurred times has been reducedeffectively.
