In recent years, IT industry has been developed at astonishing speed, which has caused the software industry's status to mention the unprecedented altitude in various countries' economy. Although the software industry has obtained the rapidly expand, but the software project implementation effect is actually unoptimistic. The diagnosis indicates that about 70% software project surpass the predetermined development cycle, the large scale projects surpass the planned lead time 20%-50%,90% above software project development cost excess budget equally, and the project is bigger, the present which the project exceed the budget is larger.It require strictly management of project management three essential factors-scope,time and cost– in the software projects development ,to ensure the software development project's success. Then how to manage software developmental three essential factors and deal with their relationship in the project practice,is a topic worthy of study.Basing on the software product development's practical work need, utilizing my the knowledge as well as many years'software development experiences, I made the research in the project management three essential factor overall balance management through in the printing security management system event. I have made a good and timely summing up of the experiences and lesson, and also provide the essential reference for the software development project's colleague.The conclusion is that it is necessary to Integrated balanced Management of three essential factors (scope, time, cost),and to pays attention to their sequencing in the software project management .The project team and the project stakeholders first define project scope , secondly, develop the time or schedule, and finally, the project cost. Although three essential factors'orders must be regarded , but in the project implementation's constitution, the scope management, the time management, the cost management is not the completely independent management process, but it's a process that they are merging into and checking on each other.1.Creating WBS and Activity Definition can be conducted simultaneously-assisted by software Project 2003,that can enhance efficiency of the project scope limits. 2.Activity Resource Estimating,Activity Duration Estimating and Cost Estimating can be conducted simulataneously,to assure more effectively manage cost and duration.3.Schedule Control and Cost Constrol can be conducted simultaneously-assisted by software Project 2003-can quickly detect implementation problems,to correct deviation promply.Good limited-scope is essential to a project's success, because scope limits can contribute to improve the estimate accuracy of time, cost and resources. Meanwhile, we must strictly control the changes to project scope. The purpose of Scope Change Control is not control the occurrence of change, but to manage change to ensure that the change in an orderly manner. Good schedule control and cost control can quickly detect and solve implementation problems.
