During the period of Chinese society in transition, the characteristics of unbalanced development are totally embodied in the economic, political and cultural fields. The growing participation of Chinese Media economy in clusters suggests a need for a better understanding the implications of such phenomenon for the attributes and law of motion of Chinese media Industry and for the values of knowledge-based economy added activities on a global level. The questions of what is the overall status of Chinese media economy and what factors lead to the unbalanced development of Chinese media industry has been at the center of the research. In this project we seek to contribute to this need and questions by empirical analysis with media in regions of China in clusters and the way this may affect the balance between advantages gained internally. This study draws up a mixture of theoretical insights from Regional Economics and Development Economics combined with lessons from statistics theories and recent developments in media economy. The behavior of regional media industry is used as the yardstick for the analysis, to distinguish the gap among all the regions in different levels of development.The course of the paper proceeds as follows. Firstly, we establish the evaluation system of the development standard of regional media; secondly, we use the factor and principal component analysis to extract the main components and on the result of which we classify all the regions into categories by cluster analysis; furthermore, trough analysis of variance we could verify the hypothesis; finally, by coherent analysis we could find out the major influential factors of the unbalanced development of Chinese media industry.We propose a comprehensive evaluation index of the 31 provinces and cities in China, as the result of data analysis illustrates, the 31 provinces and cities are divided into 4 groups and the media development level go down in order. The fist group including Beijing, Shanghai, Guangdong, Jiangsu, Zhejiang and Shandong that integrate the most parts of various resources of media market persist and even increase their speed of development during long periods of time. Then the secondary group includes Hunan, Henan and so on, the third group includes Xizang, Guizhou, Qinghai. The development of co-ordination, interrelated policy will deal with the problems.
