This paper is on the background of Radio Frequency Identification and Image Recognition technology, according to the direction of vehicle scheduling and safety management in military district. It completed the design and development mission of a intelligent vehicle management system base-on two-mode identification .At present, the most of the automatic identification in vehicle management system use only one of the Radio Frequency Identification and the Image Recognition technology. Especially, the application of Radio Frequency Identification technology in the management of vehicles has become an inevitable trend in the modern vehicle management system to implement the new technology, it plays an important role in improving the level of logistics management. But this issue uses the two together. The vehicle management system based on two-mode identification can take long to avoid short, complementary according to the two technology features. It not only improves recognition rate and accuracy of the system, and can be formed to apply a broader range of generic management platform, it also shows great advantage in the collection and the storage of external vehicles information, vehicle anti-theft surveillance. So it is on highly innovative in applied research. At the same time, because of the the existence of random and complexity in vehicle access, according to the method of the two-mode identification ,the paper designs a more effective logical control algorithm; In addition, through a more in-depth study at License Plate Recognition technology, the paper proposes some new algorithms on edge detection and object extraction ;and in order to improve the system reliability, uses a certain amount of fault-tolerant technology during the design and development process, after the the study of relevant technical aspects of fault-tolerant design, adopts a series of means to avoid mistake and fault-tolerant, and ensures the stable running of the system; eventually achieves the management information system which bases on B/S structure. The system can accomplish informationization, network-based, standardized management for personnel and vehicles involved in the system.The system has been put into use. The result shows that it enhances the management level of the vehicle, and really reaches the purpose of making the management system of the vehicle more convenient, safe, reliable, efficient and scientific. Users are very satisfied with the system, and it has been highly appraised by experts.
