With the rapid development and wide application of Internet technology, geographic information technology based on Internet has become one of the most popular technologies for information communication, and the Browser/Server model platform has become the dominant architecture pattern for traffic information system. In recent years, with the increasing national investment on the urban highway construction, the urgent requirement for highway transportation information from administration departments, leads to the construction of highway transportation information serving system. On the basis of the comparison and analysis of the technical characteristics of WebGIS, and combined with the existing traffic information serving system, in this thesis, software engineering method was utilized to design and develop a special Beijing level evaluation system of regional transportation based on WebGIS.With the combination of related actual demands of traffic information communication system, and on the basis of WebGIS technology, and with the aid of ESRI's powerful ArcIMS GIS platform, taking Beijing as an example, this system can make good use of urban traffic information resources, and publish real-time road traffic congestion information with photo-illustrated instruction, so as to provide more convenient and accurate road traffic information services for the transportation administration departments.This system has been successfully applied in Beijing traffic management bureau, and has been operating well until now. The design and realization of this system have important significance to the development and application of GIS system in urban traffic field. Furthermore, this system has guiding effect to improve efficiency and achieve visible managements in other industry by using WEBGIS technology.
