In this paper, the physical characteristics and dielectric properties of rainfall is described at first, for example, the size of rain, shape, the speed of landing, the size of rain distribution and the dielectric constant of rain and so on. The main several models of the size of rain is introduced, such as Laws-Parsons distribution the size of rain, negative index distribution, lognormal distribution, weibull distribution and so on. The data of rain terminally velocity is analyzed and fitted, and the better experience formula of rain terminally velocity is gained, base on this, a valuable the size of rain distribution is gainedBased on the study of electromagnetic wave scattering of cylinders, the scattering of elliptic cylinders for incident wave in arbitrary polarization direction is discussed, and study the scattering of cylinders and elliptic cylinders for pulse wave through Fourier variation. In this paper the rain area is regard as a continual background medium, and the equivalent dielectric constant is gained by simplifying and approximating. And then the scattering field of ideal cylinders and elliptic cylinders for pulse wave in rain medium are gained by the theory of wave propagation, and calculate some results.
