The Research Of Ship Registration System On Role-Based Workflow

In our country,with the further development of information technology, E-government has become an important area in the process of informationization.As for the government,the amount of information need to deal with is becoming larger and larger,the business process is becoming more and more complex,the interaction between departments is becoming more and more frequent,therefore,government pays more and more attention to such problems,such as,how to utilize the exiting limited information resource with high efficiency to strengthen communication and collaboration among personnel of the government,to adjust and optimize the business flows,to optimize the distribution of all kinds of resource,to realize effective and flexible management,and so on.For the workflow technology provides an efficient solution to these problems,therefore,introducing workflow technology to e-government is imperative.At present,there have been many workflow models,such as activity-based workflow,product-based workflow,decision-based workflow,agent-based workflow, and so on.These models fail to reflect the interaction between the activities executives. Therefore,this paper uses role-based workflow model which is very popular among users and can advance the efficiency of government operations,improve the government resource utilization,realize the collaboration between staff,and also accord the requirements of people-centered management,for it can reflect the workflow is the process composed by cross-collaborations of a number of relatively independent roles for the same goal.In order to realize informationization,networkization and modernization,Ship Registration System of Yunnan Province is developed.Taking the characteristics of the shipping industry into account,this paper introduces "region" to the role-based workflow and builds role-based workflow model which is applied to shipping industry. The aim of using "region" is to limit the permissions of users who have the same role but belong to different regions.By this way,we can reduce the amount of roles of the system and facilitate the role management for the administrator. This paper uses J2EE framework and MVC design model.Through these technologies,we develop the Ship Registration System on role-base workflow model.In this paper,we also introduce all exceptions of the model when it is in application.By handing them,the system has had greater flexibility.Compared with the original Ship Registration System which is installed in all cities and counties of Yunnan Province,the newly developed system on role-based workflow model has many advantages,for example,real-time management and supervisation, flexible approval processes,strict permission division,and so on.At present,the developed system has successfully passed its first test run.Practice has proved that the MIS of Yunnan Ship Registration System developed on role-based workflow model basically meet users' demands and can improve the government's work efficiency on net.
