With the deepening of large-scale cadre training, information technology is more and more important in the field of Cadre Education. Modern information technology could enhance the sharing and communication of excellent resources, solve the problem of difference places and time asynchronous, further improve and standardize the cadre training. For this purpose, Hunan Party School of C.P.C has begun to set up an online information service platform for Cadre Education. As the preparatory work of this project, this paper pays attention to explore a reasonable method, which is based on ontology, for designing and searching Cadre Education resources.First of all, by studying basic theories of ontology, the formal specification of a shared conceptualization has been described. Secondly, this paper reviews and summarizes the typical ontology design methods at home and abroad. The ODM-based method for ontology design has been proposed in this paper, which is the combination of ontology design method and modern software engineering technology, for enhancing the model consistency and visualization of ontology design. In order to improve quality and exploit potentialities in knowledge representation, capacity evaluation of ontology's knowledge representation has been emphasized in this method. Thirdly, the Web Ontology Language (OWL) which based on Open World assumption and Description Logic has been adopted to build a distributed, reusable and scalable Cadre Education Resource Ontology. According to the ODM-based method for ontology design, the domain conceptual model has been divided into five sub-ontologies in the design process. Those sub-ontologies should be integrated into the Cadre Education Resource Ontology after designed by professional teams. We adopted standards such as LOM and vCard to make the Cadre Education Resource Ontology more interactive and reuseable. At last, this paper analyzes the pattern of the facet navigation technique being applied to Multivariate-Ontology_based semantic portal. According to Multivariate-Ontology's knowledge representation mechanism, a faceted_based retrieval approach has been presented, whose kernel are facet tree and search manage component. The result of case study confirmed the approach's feasibility.
