Softswitch is a newly developed Call Control technology in recent years. The Softswitch equipment is the core of the call control. Softswitch technology has layered structure and it supports multiple access methods. It is based on fractional transmission. In such structure, control and service layer is separated and each network equipment uses standard protocol to communicate with each other. Moreover, it supports standard service development interface to realize separated network service development mode and provides multiple service such as voice, data and multimedia to the customs. Practice has proved that Softswitch has become the core technology of the operators' network transformation strcuture. It provides strong support for business transformation, and directly contributed to the transformation of the Telecom operation.The popularization of broadband access is the basis of broadband phone development. At the same time, broadband access is a profit increasing point for the fixed network operator. The operators use multi-network and multi-service combination advantage to enhance the competitive capability. With the maturity of NGN and Softswitch technology, broadband phone has become mature and gradually turned into the real application.This article has detailedly described the NGN (Next Generation Network) which is based on the Softswitch technology. Take Shanghai Netcom's Softswitch network as an example, it introduces the realization of Shanghai Netcom Broadband Telephone Information System. The system combines the actual situation in Shanghai Netcom, makes a detailed program design for Shanghai Netcom Broadband Telephone Information System which is based on B/S structure. This system includes the following main functions: VLAN Management, Building Management, Phone Number Management, Maintenance Agency Management, IAD Model Management, Business Orders Time Management, Comprehensive Enquiries, System User Management etc. The system provides a whole process, which starts from VLAN Establishment, Building Establishment, Customer Information Establishment, IAD Information Establishment, Phone Numbers Establishment and ends to Service Implementation Information Establishment. The system adopts B/S structure and it can be used on browser conveniently. The main system design concept is based on distributed enterprise applications, which ensures that the system is easy to expand and modify. The system described in this paper, has passed through the test and been put into the real operation. It has improved the customer's working efficiency effectively and obtained the economic benefit obviously.
