The each telecommunication operator owns a great scale network currently. Continuously extending along with the network scale, the whole complexity of network raises day by day. For adapting these varieties, the ITU-T put forward to practice new measure to telecommunication net united comprehensive maintenance-Telecommunication Management Net. In our country's telecommunication net management construction, the TMN standard has already got an extensive approbation, and have already get into implementing and applying stage. According to the TMN management function definition, the TMN includes five great function modules: Configuration Management, Fault Management, Performance Management, Security Management, and Accounting Management. This paper mainly carries out some modules of Performance Management, that mainly includes raw data collect,performance data management and performance index summary task.The objects of performance management are various performance data that are produced from different type business, different manufacturer and different network layer equipments; generally have two kinds of formats, database data, and various text format log data. In the general network, each manufacturer will build up an own OMC(Operation and Maintenance Center) server to storage various performance data come from private equipments. A document or a table describes many performance indexes of an aspect of one-layer equipments.The data collect includes three parts: equipments data collecting, analysis and storage in warehouse. Data management includes PI (Performance Index), KPI(Key Performance Index) configuration, map, analyze, storage. Summarization management includes summary function, summary model, summary task and executing summary task. The content of this paper doesn't have statement and demonstration which includes report configuration and display, alarm threshold configuration and QoS Alarm.The business of enterprise information system development has already walked through a long way from C/S to B/S with the computer advancing, and becomes more and more mature. But many projects were not satisfying, and many sink into pits. The function was not perfect, the performance was unsteady, the efficiency was low, can't adapt requirement that always changes, development period was dragged more and more long, even finally died. Resulted reasons were various, the development technique was important factor and the frame's design was one of the most important technique factors.Based on the development experience of the telecommunication network performance management, develop a self-determined J2EE platform application frame of information system, the frame has mainly the following contents: 1. Web frame controller, mainly provide a web frame to carry out MVC mode. 2. Data persistence layer. 3. A service application frame. 4. A kind of realization of user Authorization. Under farsighted view, workflow and rule engine are also two important contents, with the SOA development, support to the web service will becomes very importance gradually, add these contents in the future.Based on request driving and many thinking studied from Struts, the web control structure is practical and brief. The interface of view, controller and model should be very clear. The whole web model is the most simple MVC realization and doesn't include any other redundancy contents. The data persistence uses DAO realization, so developer can make well use of the strong functions that the database provides and can easy carry out some complicated logics. User authorization is implemented under AOP thought.On all accounts, based on the comprehension of J2EE architecture essential principle, design a self-determined application frame that should be simple and easy to use, absorbing the merits of many other frames and meeting our own demanding. Thus decrease perplexity of dilemma when choice an open source frame or an usage of combining some frames, make our techniques accumulate standing on a foundation that is vivid and more easily evolving.
