With the quality requirement of the transportation department for law enforcement improved, and the trend of development of networks established, Intelligent Traffic monitoring products will obtain a greater development .Compared to an Electronic Police System Based on Digital Camera, an Electronic Police based on Video Capture is easy to realize continuous picture-capturing, and it can record video. In addition, the Electronic Police based on high-definition Video Capture is an important development trend of the Electronic Police. Therefore, developing an Electronic Police based on Video Capture, not only is a need of the market, but also can provide a good technical foundation for the next step to develop the Electronic Police based on high-definition Video Capture.This thesis presents a design of an Electronic Police System based on Video Capture .First of all, this paper introduces the structure of the police system, and describes the system working principle .Then the Overall design of system hardware and software is given. This paper mainly expounds the design and implementation of the capture software. The main task, the logic model of the software and the software system architecture is analyzed, and the design scheme is proposed. The design and implementation of multi-threaded, serial port communication and the realization of capture software users Interface are also expounds in this part. The system main functions, especially the functions of the capture software are tested. The experimental results prove that this design of an Electronic Police System based on Video Capture is reasonable.A summary is given at the end of this thesis, and the further improvement of this Electronic Police System based on Video Capture is discussed.
