In order to achieving the best effects by using a great number of data, the vast research and exploitation are in processing. At present, the use of data warehouse and data mining technology for enterprise decision analysis has been widely applied in finance, telecommunications, electric power and other industries. There is a correlated research of international outgoing routing strategy in this thesis.This thesis discusses on the theoretical basis of DSS including data warehousing and data mining. Data warehouse is an integrated collection of subject-oriented database. It is used to support decision-making and support functions. The paper analyzed the main characteristics of data storage, architecture, key technologies and data model. Data mining is a procedure to extract the information that is potential and useful. This thesis is the discussion for research contents, main functions and implement methods of data mining technology. It will be a firm foundation of the design for international outgoing routing strategy.By investigating business existing states and analyzing routing methods for China Tietong Corporation, a comprehensive DSS has been designed in order that it could be used in handling much data for routing strategy and monitoring of traffic flow. This system can integrate several technology such as DSS, C# , XML ,Web and so on. There are demand analysis and system design of international outgoing routing strategy in the thesis. The system is composed by four main models that are analysis of routing strategy, monitoring of international traffic flow, analysis of international business and data report form. According to the characters of routing strategy system, the system based on . NET has been designed and model building scheme of connection database has been set and improved.The system basically completed the design of data warehouse and realized some functions, for example the data of rate and traffic quality could be extracted, transferred and load to warehouse. Further, it established, visited and analyzed the Multi-dimensional strategy of routing data sets. In conclusion, this system is worthy of decision-making for international routing strategy, monitoring and analysis for irregular traffic and benefit analysis for international outgoing. Besides, it makes an important management for international phone service and increase the development for that.
