The customs is the government department which strongly rely on IT, especially by using large-scale internal network , safety is the most important part of their IT work. But current customs safety equipment is only focus on particular risk area not whole system. The safety product is separately used to solve parts of problem in particular area, namely it can from a certain part solve a network safety of parts of problem. In practice, a safety management system should have dynamic state and integrate different network safety technology, so that achieve more effective safeguard. Viewpoint of safety should be based on whole dynamic system management, which can provide customer a real safety guarantee. Different network safety technology should be integrated to build up inter-related safety management system to reduce the safety risk to the lowest level.According to problems mentioned above, thesis develop an network safety management comprehensive platform driven by strategy, and realise relevant management function. Take advantage of the XML language to unify a description of different related management resources in the network and define the standard of description of different resources language to the integration of management. The message by using XML format as the basic message format of system platform, unify the strategy language of XML format and definition of receive and dispatch process and the message processing mode within feedback system. Realization of network safety management comprehensive platform driven by strategy , analysis of strategy language contents, and picking and sending strategy to arrive at strategy point as predetermined procedures. By writing simple strategy, the system could manage different source of integration equipment in the network, to reach objective of inter-related network safety management. The platform provide the inter-media component to connect difference component, a particular communication correspondence is applied between the inter-media component and the difference component, platform centrally realize the strategy driven mechanism, and by using strategy management tool check strategy phrasing and language program . the purpose of the system is to manage different network safeguard equipment under complicated network circumstance , and to supervise and coordinate dynamic state of the whole network for different kinds of safeguard equipment from different supplier, Network safety management platform should be characteristic of extensive and dynamic etc.
