Since 1997, PHS (Personal Handy Phone System) has been gradually built into the telecommunications network, which can provide voice and short massage services. With advantages of a low tariff, small radiation and clear sound quality, it spread quickly in China.Due to the development of mobile communication technology and the growing requirement for data services by people, PHS network continuously develops and evolves into an mobile wireless packet data network, and provides packet data services for users similar to those by GPRS(General Packet Radio Service) mobile packet data network.In fact, PHS packet data network is the upgraded version of PHS network. Three parts are included in this thesis. The background and basis are introduced in the first part, mainly the history of PHS network, architecture and data services.The thesis is focused on the second part. In this part, we analyze the basic principle of PHS packet data network, investigate two key techniques related to packet data service, i.e. mobility management and packet routing. According to PPMP protocol and GPRS mechanism, we analyze and synthesize the elements of mobility management, connection (release) and position update procedures; access schemes for packet services, IP address configuration and packet routing mechanism, etc.The third part is concerned with engineering projects. The structure of PHS packet data network, important parameters configuration and services measurement are given in this part.The packet data service can be easily provided by adding nodes processing packet service, upgrading versions of base station and core network, and adding supports for PPMP protocol in the exist PHS network with micro-cellular architecture. The access data rate of 128 kbits/s or even higher is specified,100 kbits/s or so under test, which can satisfy the requirement for most mobile wireless packet data services. The measurement results show that it will be practicable in the future for the exist PHS network to evolve into a network mainly providing packet data service.
