As China's first international standard of telecommunication, TD-SCDMA system enjoys intellectual proprietary and property rights, an important breakthrough for hundreds of years of telecommunication history in China. There is an increasing request from the users on Quality of Service (QoS), which will be a challenge to the Radio Resource Management Technology.Increasingly growth in user numbers together with multiplex mobile service challenge mobile communication technology. Within limited radio resources condition, the goal of RRM algorithm is to reach nimble assignment and dynamic judge to system's available resource. It enhances usage rate in wireless frequency spectrum and prevents call block and interruption under limited radio resource condition.Call admission control algorithm is one of the most crucial algorithms in RRM, and it closely connected to other RRM algorithm. It guaranteed new call request accepted or rejected with certain criterion when the network receiving new calls or cutoff requests. Therefore, users'QoS of the established connections will be satisfied when accessing to new call or cutoff call in the network.On the basis of receiving power, this paper analyses an admission control algorithm adopting instantaneous value of received power to compare with gate limiting value, and then decides whether to admit or refuse the call. This algorithm can be realized easily based on instantaneous value of received power.This paper studies cell ultimate capacity problem through the analysis of cell ultimate capacity from single cell and multi-cell, together with the relations of cell capacity with coefficient factors. The data can be provided for actually computing cell capacity. It also proposes dynamic reservation call admission control algorithm, and compares it with new call bound admission control algorithm and cutoff priority call admission control algorithm. Using Matlab simulation to obtain the system QoS related performance index by adjusting reservation channel parameters, the algorithm can provide data for accurately dispose channel number.
