However, with the constant introduction of new services, the questions increasingly prominent: Process data is dispersed, information can not be shared, data reporting is not timely, internal control is not perfect, accounting data and business data are not consistent, and the chain link with the financial system is too long. In order to meet the needs of Jilin Netcom company's internal control management, strengthen the audit management of the business income to ensure a unified income data between billing and finance department, Jilin Netcom needs provincial Billing & Accounting Department to complete the collection of Multi-source income, to unify the accounting caliber of the main business income, to further strengthen revenue audit and, ultimately, the Billing & Accounting Department provide the data which is complete and accurate, the same caliber, and to satisfy a requirement to all levels of the finance department. To rely on traditional manual operation to complete the collection and audit of income, it is difficult to meet the request of the data accuracy and timeliness, therefore, revenue system reform is urgently needed. In line with the revenue system reform, Jilin Netcom need to build a new finance collect management system to complete that the business income are systematically collected and are specialized audited and are centrally managed ,and through the relevant system data interface transformation, business systems and financial systems to achieve a seamless interface. The data authenticity, accuracy, completeness, timeliness is the key,which is that we need to concern about in the system construction process. How to get more external data sources, how to ensure that the data collected are True,accurate and completeness, and how to accurately and timely provide normative data to ERP system,are the key to building the system.The rapid development of database technology provides a solution for centralized management of Revenues data. Oracle provides a role-based (ROLE) division of labor security management to ensure that the database management capabilities, so, the data integrity, security, consistency is guaranteed; Oracle supports a large number of multimedia data, such as binary graphics, sound, animation and multidimensional data structures, etc.; Oracle also provides third-generation high-level language interface software PRO* series ,can embed SQL and procedural(PL/Sql) language in C, C++ and other main language, to manipulate the data in the database. It also has a lot of good front development tools that can quickly develope and generate applications based on client PC platforms, and has a good portability; In addition, Oracle provides a new distributed database capability which is more convenient to read and write data from the remote database through the network, and Oracle has symmetric replication technology, which meet the new revenue model data harmonization requirements fully.The rapid development of programming languages provides a highly efficient development tool to build a centralized management system. Delphi is a new visual programming tool developed by the well-known Borland, it provides us with a convenient and rapid application development tool for Windows. Delphi brings together the advantages of third-generation language. It is based on Object Pascal, explands the object-oriented capacity, combines perfectly the visual development tools, and uses component-based framework for the development of the structure. It provides a wealth of up to 500 components, and developers can use these components to quickly construct applications. In addition, Delphi has also adopted the fastest compiler and the most advanced database technology in the world. For program developers, it is efficient for use Delphi to develop applications, and the performance of the program which is compiled by Delphi is superior to the programs which are compiled by the other products.The combination between Oracle which is the most widely used database and Delphi which has the most advanced database technology lays the foundation for successful development the finance collection management system. There are many ways to connect Oracle for Delphi, such as Borland's own database engine, BDE, ADO and so on. However, in these approaches, the vast majority need to install the Oracle client. The size of Oracle9i client is more than 100M, and the client installation and configuration cause many problems for system follow-up use and maintenance. Oracle Database Access Components ODAC provides the optimal solution, Delphi use the ODAC to connect Oracle to avoid the above-mentioned trouble. Oracle Data Access Components ODAC (Oracle Data Access Components) library provides a number of non-visual components for Borland Delphi (C + + Builder, kylix, etc.), they are used to access the Oracle relational database system. ODAC uses Oracle Call Interface OCI directly. OCI is an application that allows developers to use third-party development language to access Oracle data server process or function, and control all of the SQL statement that the implementation of the state of application program interface (API). OCI provides a standard database access library and functions to establish a connection in the application process through a dynamic runtime library (ORA *. DLL). You can also use the ODBC's Net option to connect to Oracle without having to install Oracle client. In this case, ODAC requires only support of TCP/IP protocol, which can create real the smallest database applications.In this paper, the main study is, based on Oracle database and Delphi, how to build the Jilin Netcom finance collection management system to achieve the province's finance data being centralized management, that is: the realization of all business revenues that the imputation of data to achieve centralized control of data revenue , the financial parameters of indicators focused on maintaining and achieving the unity of revenue data submission, automatic data interaction, the harmonization of export data and resource sharing to achieve a unified industry will support the financial reporting true and accurate.Firstly, this paper analyzes the technical features of the Oracle relational database management systems in achieving the revenue centralized data storage requirements of the advantages of analysis of Delphi in the development of revenue advantages of centralized management system, as well as provide a good fit effect between the two of database access components of ODAC. Followed by the actual project, Jilin Netcom's revenue relies on centralized management system construction, from the needs analysis, database modeling, system function module design, system function modules are set forth in all its aspects. In the study, subjects used the relational database based on Oracle, visual programming tools for Delphi, and Oracle database access components of the model ODAC system solutions and design architecture. The system uses Oracle9i Database, C/S and B/S mode of combining the development. Promotion of the current system in the province, which is in stable operation, but also in official use in the system over the past year has made significant economic effects and management effectiveness. |
