This paper is proposed based on the reinforcement of state grain storage safety. Currently, the Grain Collection and Storage Enterprises in our country are characterized by large quantity, small scale, scattered layout, and backward management, which is difficult for the country to supervise and control. Through the informationization construction, our country can improve the supervise level of grain, standardize business management, strengthen control, control business risk, and ensure country's grain safety. However, the informationization construction involves too many fields; it includes both E-Government construction and Core Business System Construction, which requires not only analysis and collection on grain business but also research and selection of current information technology. As there is not enough experience to refer, much investigation and study must be made to set up a reasonable system model, and to finish it step by step according to different emphasis in different periods of informationization construction.Purchasing and storage enterprises to develop information technology, with the guidance of food production. To avoid market risks, strengthening regulation and control efforts. Enhance the level of the importance of enterprise management and information networks with information processing timely and efficient advantages in the establishment of an effective adjustment mechanism. to improve the supply and demand. Arrange the size of the reserve layout to reduce the financial pressures. Information network is also available on the current grain market analysis, adjust plant structure and the possible organization of food production, optimize the structure of grain inventory. IT can help purchasing and storage enterprises gain revenue and strengthen the main channel of information technology systems, improve economic efficiency of enterprises. IT can make the enterprises develop control function under the guidance of national policy, to avoid purchasing and storage business deduction farmers, through the illegal operations. Information technology can strengthen national management of reserve departments to achieve the country's control, when the state need transfer the grain.For the design of the informationization construction, we must consider from the actual grain management, because the Grain Collection and Storage Enterprise organization is pyramid-shaped and there's several levels, if business data is distributed into each level, it is definitely not good for data management and data safety, in the same time, it will increase the difficulty for system execution. In the process of informationization construction of Grain Collection and Storage Enterprise, the business data should be saved in headquarter as well as collection and Storage Enterprise separately, that is, we should adopt the"centralization and distribution"structure. Distribution means Collection and Storage Enterprise should refer to local data when process daily work, centralization means each management department should refer to the data which collected by headquarter. Such structure not only safe, high efficient, but also correspond with management relationship. The business data produced by Grain Collection and Storage Enterprise is saved in local database, then deliver to headquarter by data exchange, after that, if subsidiary and branches of subsidiary need to process and collect these data, they have to log on the headquarter system through the special data line to operate, the generated report will be saved in the database of headquarter, then headquarter can make report and trend analysis with data collected by each subsidiary, it can also connect system of certain Collection and Storage Enterprise to do inquiry and analysis.The informationization construction must set up a stage that includes network platform, data platform, application platform and operating platform. Interconnection is the precondition and fundation for the informationization system. The netwok platform must be builded up firstly, and applies the optical tecnology to bulid the newtwork, in order to insure the performance of the whole IT promotion system safely and stably, especially the core data part. Bring the Internet into the system as aditional standby. The key target we set up internet stage has 3 items as below: the 1st is enrich informationization construction contents to develop grain trade, the 2nd is enhance communicate with other field of the society, for example, we can report delivery plan to railway department with internet, the 3rd is that we can use internet to cover informationization, if the department does not have optical fiber, the target is that ensure all the Collection and Storage Enterprises can be included in informationization database management. To ensure the database steady and efficient, we also need set up database center in corporate HQ to reserve all Collection and Storage Enterprises database, including all the business information (purchasing, sales, delivery, reserves). The database in business center not only uses in normal business managemnet, but also provide analysis database for management team. The products in database include the characteristic as below: high capacity, high performance, high reliability and high expandability.Due to core business database system can be run many years and have the capacity to reserve much database, it can fulfill the database increasing demands in future. Database system need ensure the data reserves efficience after the data increase. To use J2EE design studio processes design and construction in informationization system, can fulfill the operation system requirements, besides the structure of J2EE can support isomerous environments, and it's better for enterprises management, maintenance. To use the technical system, it's better to expidite internet system development.Grain enterprise informationization should contain three sectors: office system construction, core business system construction, and auxiliary system construction. Office system should include document system, mail system, and video-conference system, all of which are used to realize business communication and documents distribution. Core business system is a main part of informationization construction. It is used to accomplish the business information collection, processing, and analyzing, so as to supply the management with scientific information for decision. Besides office system and core business system, a complete informationization system should also contain auxiliary system to realize some supplement function. A countrywide grain enterprise should also have financing system, audit and supervision system, information website, and GIS query system. Base on the grain industry characteristics and actually management requirement, core business system is designed and developed for accomplishing plan management, statistical management, storage management, stock in and stock our management, and comprehensive query. The core business system is used to make sure all the grain business can be included into the information system for management. Through information system, the grain management system can be standardized by standardizing of business operation, automatic statistics, reports collection, and routine management flow of grain and oil. During the process of management and administration, the consistence of three accounts and the syncretism of logistics, financial flow and information flow can be realized, which can supply the administrator a scientific evidence for decision.By summarizing the experience of the prophase informationization construction in the other industries and grain enterprises, to solve the high investment, high risk problem in the information construction should focus on solving the below problems: low project involvement from the business department, big difference among different users, and the policy. Before a project implementation, the project leader(s) should get all the users and project team members together to discuss and identify the project risk, work out the project risk list, as well as the risk control plan. During the process of development, the project team should use the rational unified process, and use the iteration and incremental to manage a project to decrease the risk. Besides, during the informationization construction, the project team not only needs to solve the technical problems, but also solve the problems in the management change. Informationization is the change of the management method. The exchange between the old way and new way need some time. To make sure the informationization construction of the collection and storage enterprise goes on well, the administrative department should plan the informationization development strategy properly, do the informationization network training well, and improve the informationization level of the enterprise.
