In the actual application of multimedia communication, the same system usually process both low-resolution still images and high-resolution moving pictures. At present, the two types of images including still images and moving pictures have been compressed with their own methods, and two independent international standards have come into being. By the increasing application of mobile embedded systems, the demands for power consumption, cost and other indicators of multimedia system become higher and higher. In order to meet these requirements, this paper gives us the advantages and disadvantages of still images and moving pictures. Combining with current domestic and international trends in the development of image compression technology, it also proposes the algorithm of the unified still images and video compression based on wavelet transform and interface motion estimation. At last it descries the design of an integrated software system.In this paper, the performance used for still image compression could be as good as the performance of JPEG2000 but a little inferior to H.264.however; it can achieve precise rate controlling and progressive transmission of bit stream. The algorithm in this paper can meet the application requirements for embedded multimedia system due to its lower complexity compared with two individual systems realized by still image compression and video compression separately.
