The Design And Realization Of Land E-offerpre-construction System For Kuiwen LandBureau

Along with the social development, Ministry of Land and Resources focused on the establishment of digital territory. It helps in transformation the land and resource management and perfects the information system through an advanced and functional information system under the support of modern information technology. The primary aim is to establish electronic offer information-managing system preliminarily and information service system.In order to improve the efficiency and quality of the examination and approval of the construction land, enhance the transparency degree of management, realize information sharing and community services and better serve national economy, Kuiwen Land Bureau determines to establish the approval and managing system of construction land for Kuiwen District.After analysing the requirement of Kuiwen Branch of Land and Resources Bureau, we first made sure the function of project management, program management, coordinates of the proposed land management. Then we furthered the functional design and finished the class diagram and timing diagram. Finally the entire system can be finished.This system can be used in arranging, managing and submitting the information of city construction land; in recording and managing land-using scheme; in coordinating and managing the proposed land; in realizing Pre-construction project on land application report, the preliminary review of provincial land and resources, projects based on project feasibility study report or project application report, the preliminary program and other complementary land management projects offer. And also achieved on the inter-provincial project processing, data collection, data export, data import, administrative inquiries dictionary project, approval parameter settings, and remote reporting functions.This system enhances Kuiwen District administrative departments on the construction land use of the macro-control, also contributed to Kuiwen Land Bureau, office of information work. And improve efficiency and workflow, which was welcomed by both the department leaders and staff.
