Software test is a key link to develop and promise the software quality. During the testing, especially the black box testing it exist so many repetitiveness jobs. So in the different stage, people draw into different test tools to develop the efficiency. The theory of software testing automation appears. It becomes the hot topic for the research and exploit of software testing at the same time. However, the new testing tools have some limitations. For example, the software test automation can't be instead of manual working, and the work includes some intellect activities. The software testing tools can't find all the bugs and the software engineer must do large number of repetitive works.The Power Load Management mainly control and manage the electrical load.It can improve the shape of load management and lessen peak to ratio. It can realize optimal distributed of power load management and develop specific load. As the national economy develop rapidly, load increases fast, the load power management plays an important role to generate electricity and power supply. This paper thinks it's so important to design suitable software testing for guarantee the soft quality automatically to avoid the test workers always stay there.This paper analyzes the necessity for designing of software testing for power load management first and summarizes the normal testing tools. Then we propose the test plan. Through introduce the Guobiao term and give the way to realize, we provide the flow chart. Then we choose the PTC-8320M as the hardware platform because it's high performance-price ratio. At the same time this paper gives the material examples to explain activity of the platform. Then it proposes the way of building block design, it divide into the system some sections, For example communication detected module, the module for reporting an emergency, the module for systems synthesis management, the module for back-stage management. This paper draws into object-oriented technique by Delphi. It realizes every function test of power load management and prints the results then saves them. By using it the test worker will be more relaxed than before.
