Discussion On Public Library And Citizens' Cultural Rights Protection

With the rapid development of economy of our country, the requirments of spiritual culture are becoming stronger and stronger. As an important part of public service system, public library should develop and use effectively of its rich information resource and construct perfect public service system to protect the culture rights of citizens. As a result, the public library will become real treasure house for human beings.Used literature research, benefit analysis and comparative analysis method and based on the overall analysis situation at home and abroad, thesis elaborated exited problems and its reason of public library at home in protecting citizens'cultural rights. Based on references of foreign countries, a tactics,which promotes the development of public library to protect citizens'cutural rights, was proposed. The tactics includes constructing perfect public service system, speeding up to formulate library law in order to perfect citizens'cultural rights protection system, increasing public library investment to ensure citizens having fair library source and strongthening public library self construction and propoganda to provide the best service so that the citizens may enjoy cultural rights from library service.
