Amid the rapid development of today's information technology, it is inevitable to introduce the application of the computer which is the most cutting-edge tool for information processing, and the computer will bring unprecedented changes for the effectiveness management of introducing external investment. The employment of computer would generate unexpected profits as well as provide unlimited potentials for the fast development of the enterprises. The adoption of the computer-based MIS has become an important symbol for the rationalization and modernization of the effectiveness management of introducing external investment, which have brought significant economic and social profits for the business management. In the meanwhile, for the sake of managing massive information on introducing external investment, numerous information management systems have emerged, and hence, the effectiveness management issue has been put into agenda. As the data has been increasingly accumulated, it is getting more challenging to manage the data, which has turned into a common issue to optimize the effectiveness management of the management system for external investmentThis thesis is intended to provide analysis of the current status of the effectiveness management of the external investment introduction in Weifang City, and develop the solution model for the effectiveness management of city's the external investment introduction work; and in the meanwhile, this thesis provides an effective solution for the effectiveness management of the City's external investment introduction work by looking into the web service research based on J2EE platform.This thesis begins with the introduction to the background and trend of the effectiveness management of the external investment introduction, and then proceeds with basic design of the system function via requirements analysis, and then follows the design work in details. Besides, this thesis develops design on the framework of the technical direction of the system. Finally the information system has been implemented to meet the requirements for the effectiveness management of the external investment introduction by the Weifang City.With the aim of establishing a set of well-defined processing system in the City's effectiveness management of the external investment introduction work, this thesis firstly analyses the general effectiveness management business in the introduction of external investment, and then streamlines the whole process into project management of the external investment, projects categorization, projects application, projects approval, formation of target system, performance assessment, and human resources management. For each part mentioned above, a detailed application analysis has been completed to fulfill the definition of the system functions. The design target has been developed from the technical level, and the multi-layer design model has been utilized to discuss the internal design and interaction. On the function design level, the functional flow chart, activity diagram, sequence diagram and other methods have been adopted to introduce details of the major functions. Finally, numerous screen shots have been utilized to describe the fulfillment of the system, and the key technical issues have been address in the thesis.
