| With the development of State Grid Group, the business of the State Grid has grownrapidly. Traditional business analysis ways are facing serious challenges. In order to meetthe new business conditions, the State Grid decided to implement the intensive, lean-based,standardized management and strengthened the information-based construction of office.The project cost research and techno-economic assessment system is built up in this context.The system is mainly to achieve two objectives: (1) a reasonable structure to organize thebasic data of grid project and provide a variety of data interfaces; (2) computer analysissoftware to replace the traditional manual analysis. Practice has proved that the systemachieved the two goals well.In this paper, relying on the project cost research and techno-economic assessmentsystem, the author has researched on the following four respects: (1) subject-orienteddatabase construction; (2) loosely coupled layered system architecture; (3) combinationrules of project cost; (4) the calculation method for economic evaluation. The following arethe introductions of the four respects combined with the actual situation of the system:(1) subject-oriented database construction is dividing all the data into different subjectdomains according to the company activities, then forming logical database with subjectdomains. Each logical database can contain one or more subject domains. Each subjectdomain contains more than one theme. The themes in one domain are business-related, sothat all the business data are organized according to theme, subject domains, and logicaldatabase reasonably. The database built up with subject-oriented approach is stable, withclear structure, and low redundancy, the later expansion of the database is relatively easy toimplement.As the base data of State Grid project is very large, relationships between the data arevery strong, and the data increase rapidly, therefore using common ways to organize datawould be very difficult, or even infeasible. In project cost research and techno-economicassessment system we built up database with subject-oriented approach, it will organizebasic data well. First of all, we divided the basic data into six subject domains according tothe business activities of State Grid, they are: operational are: the engineering domain, themarket domain, the cost domain, the results domain, multi-media domain, and standarddomain. The six domains covered all the basic data well and there are clear boundariesbetween them. We will six logical databases through the six subject domains. Finally, weorganized the basic data clearly and reasonably, this will meet the needs of businessanalysis well.(2) Loosely coupled layered system architecture. This architecture approach divides the entire software system into multiple layers, every layer is relative independent andcompletes certain function, and they associate through the interface between each layer.This architecture makes the structure of the entire software system clarity, facilitates thelater development and maintenance, and functional changes within each layer will have lessaffects on other layers.The project cost research and techno-economic assessment system is a complexbusiness analysis system. Business topics are numerous; business relations between themare complex, so a clear and reasonable construction of the system is particularly important.So this article puts forward four-layer architecture model the architecture, it is divided into:data layer, platform tools layer, application layer and presentation layer. Database layermainly provides data storage and query capabilities and data access interfaces. Platformtools layer provides the interface for forming reports, displays the results and otherfunctions. Application layer is an analysis software layer achieved based on the businesslogics of State Grid. Presentation layer shows analysis results and provides human-machineinterfaces. These four layers are mutually linked and each layer is responsible for part ofthe function, they will maintain relative independence, a good explanation of the looselycoupled system architecture approach, this is a very good explanation of the looselycoupled system architecture.(3) Project cost combination rules. This paper presents the rules to combine the actualconstruction cost with modular approach. First introduce the typical program; the so-calledtypical program is a standard program formed based on past experience data of projectconstruction. The follow-up project constructions are guided by the standard programs. Thecombination cost is to select a typical program which is closest to the actual project basedon actual project data, and adjust the differences between actual program and typicalprogram. Modular combination approach is dividing a project into multiple modules; eachmodule will select the most suitable typical program, and at last combines a constructionprogram which is closest to the actual project.The combination modules of general cost in this system are guided by thismodularization idea. The system combines a best construction program the by way ofgrading and gradual adjustments. The process of combination is divided into three steps: (1)the choice of a typical program: is mainly used to select the construction scale and technicalparameters of the overall project; (2) amendments to the basic modules: is mainly used toamend differences in technical conditions between the actual projects and typical programsfor example, according to which technology to build facilities in a project; (3) theadjustments of sub-module: is used to adjust the differences in construction scale betweenactual project and typical program.(4) The calculation method for economic evaluation. Economic profit is one of themost important objectives of project construction. Economic indicator is also a commonindicator to evaluate a project. Economic evaluation mainly refers to capital inflows andoutflows during the construction and operation of a project, and the difference between theincome and expenditure. On the premise that expected work target has completed, less investment and more income shows the economic benefits of the project are good.Economic evaluation is to statistic and calculates the economic benefits of project usingvarious complex indicators in long-term construction and operation cycle to guide theconstruction and operation of similar projects or later investment of the project.The difficulty of economic evaluation sub-system is not only the formula calculationof complex business logic, but also ensures the flexibility of the formula, so the formula canbe easily replaced and modified. So calculation template was introduced in this system.Excel calculation template is actually a template that contains all of the formulas ofeconomic evaluation. When a practical project needs to be calculated, the initial data needsto be written into the template, after triggering the calculation, results can be obtaineddirectly from the template. If users want to change the calculation formula, they only needto modify the Excel template. In this way, it will complete the calculation of a complexformula and ensure the flexibility of changing the formula.In summary, subject-oriented database construction, loosely coupled layered systemarchitecture, combination rules of project cost and the calculation method for economicevaluation are the main content of this article, and also the innovations of this article. Thesystem has been on-line and operating successfully in the State Grid Corporation. Itsperformance is stable and excellently meets the State Grid Group's business needs .Theconstruction of this system greatly reduces study cost of the State Grid construction, andalso shows that the State Grid Group's information construction has achieved preliminaryresults, it laid the foundation for the follow-up work. |
