With the advantage of anti-jamming, anti-ARM, and anti-stealth, passive radar based on"illuminator of opportunity"is becoming an important branch of radar systems. Common passive radar detection and location techniques are introduced at the beginning of this paper. Since telecommunication base station always supplies comparatively smaller power and target echo is of lower energy, long time integration scheme is brought forward. When an integration time of seconds level is used, a migration of Doppler and range may take place during the process of matched filtering. To solve this problem, DBT and TBD methods are briefly compared in principle, two kinds of detailed DPA-TBD mathematic descriptions are presented to obtain target parameters by taking full advantage of the target migration information. A model of CDMA based passive radar is established with a slow maneuvering moving target. Two methods, CA-CFAR and DPA-TBD, are applied to target detection, revealing that the latter totally overwhelms the former. Finally, passive location principle is introduced, a specific algorithm is proposed using multi-station differential bi-static range and GDOP is analyzed in detail.
