The Performance Management which is widely implemented in recent years, is a new enterprise management initiatives. This management is an advanced staff appraisal system, which is strategic goal-oriented for the enterprises. The way through the systematic approach to carry out the appraisal management of performance, has far-reaching significance to improve the management level, to enhance the enthusiasm of the staff work and to increase the economic efficiency of the enterprises.With the rapid progress of the computer technology and the network technique, the enterprises put up higher demands on their development of information technology, and establish the computer network platforms and software applications. The Performance Management System, which is reflect the advanced management ideas and the scientific business strategy, is not only a powerful tool for the business management to improve the initiative and creativity of the employees, but also can be a progressive analysis tools for the growth of the enterprises and the individuals.This thesis is based on the actual needs of an enterprise. The purpose is, using scientific management ideas and models of the enterprise, through the information methods, the software technique and the database technology, to create the Performance Management System. Depending on the actual conditions of the enterprise, the design chooses the suitable system, and implements a Performance Management System. This software which is targeted, can highly meet the needs of the departments, and actually solve the problems of the performance management for the company. Through the effective management and monitoring system, the enterprise can maximize its profits.This paper, theoretically, discusses design idea and technical methods of the Performance Management System. By analyzing the advantages between the two applications, the C/S and the B/S, the design set a overall framework of mixed model. It set the main part to use the Delphi7, and part of the system to use the Struts to realize the Model-View-Controller Design Pattern. In the implementation part of the system, first of all, this paper, basing on the specific requirements of the enterprise, analyzes the function of the system requirements, and designs the overall structure for the system architecture and implementation diagram. In this part, the paper points out the direction and objective for the design and implementation. And then, the thesis analyzes three typical modules to reflect the overall structure and the goodness of the design. At the same time, in the implementation process for the system, some key issues, such as the security, the interoperability, and the scalability, are fully taken into account.
