The development of modern distance education is compatible with the national circumstances, and it has great significance for the perfection of national education structure and building a study-oriented society. At present the state education departments at all levels are giving much support and active promote to the development of distance education. The Web technology-based distance education system meet the practical need of the continuing education for primary and secondary school teachers to complete the continuing education of staff training, and share the continuing education resource.It is a gradual and complex process to design and imply the Web Technology-Based Distance Information System. According to current situation of my work and the specific needs of continuing education in Jilin, I make lots of detailed discussion and study of the theory, steps and methods on designing and implement of the Web Technology-Based Distance Information System.Firstly, the thesis mainly discusses and analyzes the application field of Web technology in the current distance education, summarizes its main application forms and features, which should make a good preparation for the following theoretical and technical development. Secondly, based on the detailed investigations and researches on the current status of teachers and exist continuing education cases in Jilin, the thesis analyzes the actual demand of distance education Web and design the site's architecture. Finally, it implement a Web-based distance information system for Jilin city teachers' continuing education, which apply Apache, PHP, MySQL and other technologies, and make a suitability test on the system.
