This article starting form the analysis of current communication network situation, management style and business operation relationships of expressway,and the research of this paper focuses on expressway call center system based on soft-switch and it's layout model.A expressway call center system based on soft-switch (ESCC) is defined and its system architecture and functional organization is presented in this articl. This research also studys the issues of layout model and design the topologies,calling process,and correspondence fee splitting mode of centralized call center and distributed call center, both of whom are typical call center models. This page also research the two most difficult issues in distributed mode :"How to divide the regional center and where should they be setted" and "how to deal with the call when it is cross the regional boundary", As well, gives a universal solution on this issues;In the end,this page design the process of three major business combined transport sector characteristics, namely:emergency call,Information consulting,and complaint business; and then with studies on queuing model of call system, this article analysed and compared the two distribution model on business level and technical level.In this paper, we take an in-depth analysis of voice control process and voice quality control method in conference call, discuss audio mixing technology,a typical problems on conference call, analyse the traditional algorithm and program it, so that the voice quality of call center could be improved.As the key technology of NGN, Soft-switch improve the functions of call control and access control by separating call control and media processing using software, and make many advantages agreed in industry. Based on this point, we bring in a concept of soft-switch platform, which is the backbone of expressway call center system. This page discuss the hierarchical structure and modules of soft-switch platform and the main modules is developed and tested.The build of expressway call center system is a trend in current society. And the distributed call center based on Soft-switch is becoming the develop direction and goal of expressway call center, Because of its flexibility, timeliness of response and its consulting diversity.
