| The modern population and reproductive health service is based on modern information network and data management techniques. It make full use of the advantages of resources and industry characteristics of China's population management and reproductive health services, for the actual demand of prenatal and postnatal care and reproductive health care, created a modern population and reproductive health public service system by China's 1.3 billion population-based, community-oriented, families and individuals. In this background, the author's lab and other 5 entities applied the project "Research on a Safe and Reliable Reproductive Carrier-class Health Service Operation Support System Key Technology" which is a sub-project of 11th Five-year's National Key Technology R&D Program "Modern Population and Reproductive Health Public Service System and Regional Integrated Example". The conclusions in this paper are some achievements of the project.This paper first studied and discussed the basic theory of traditional telecommunication operation support and enhanced Telecom Operations Map (eTOM). Then it used those as theoretical foundation to bring up a reproductive health service operation support solution and studied the current popularity of IT service management thinking, make reference to incident management and problem management, designed accident / incident management and problem management processes suitable for reproductive health service operation support system.In the third chapter, it focuses on the design and implementation of the reproductive health service operation support system (OSS) based on the theories above. And it's the main study work in the author's graduated time. This chapter begins at the flow of reproductive health service operation support. Then it mainly introduces the design of OSS's sub-function modules.In the fourth chapter, in the introduction of ITIL ideas and draw on problem management and incident management processes of ITIL, designs of problem management and incident management processes situable for reproductive health service operation support system, make ITIL ideas into reproductive Health Service Operation Support System.Reproductive Health Service Operation Support System designed by this dissertation implements the three processes in reproductive health service operations support process frame-application service fulfillment, assurance and billing. It provides flexible common services to the users. OSS offers effective support to modern service industry application example platform. |
