University library provides services for both teaching and scientific research, being one of three teaching pillars in universities and playing very important role. Recently, with the rapid development of document resources digitalization, great changes have been take place in management mode, service pattern and service item. Libraries have been faced this issue on how to adapt to this change. Staff quality, hardware facilities, funds guarantee and information resources development are four determinants for library's existence and development. Due to working staff being decisive factors, that how to develop and utilize human resources takes great effect on library's development.Using library management, organization behavior and modern human resource development and management theory, and combining with the new changes of university library in knowledge and economy era, the following issues such as human resources' status in university library, the existing problems, and the necessities for innovation theory of human resource development are analyzed. The specific measures for human resource development and utilization in university library are attempted to study.This paper is divided into five parts. The first part is introduction. The background of the topic and its significance are mainly introduced, and the overview of the study of human resource in university library at home and abroad is systematically studied. On the basis of the analysis, the research emphasis and difficulties on the study of human resource in university library is analyzed. In the second part, from analyzing the origin of human resource and its concept, and combining its own development characteristics, the concept on the human resource development and human resource utilization in university library are emphatically explained, and the dialectical relationship between the human resource development and utilization with the human resource management is expounded. Based on these, the necessities on the theory of the human resource development and the human resource utilization are demonstrated. The third part firstly analyzes the status of human resource development and utilization in part of university libraries at home and abroad. Then aimed at the status at present, the comparison study is made. Lastly based on the study, the existing problems and the cause on the human resource development and utilization are analyzed. The fourth and the fifth part are introduced the following items.On the basis of referring foreign experience, and the domestic practices of the development of human resource and its utilization status, the specific ideas for the development of human resource and its utilization in the university library are presented. By using the application of human resources theory to university library, such as the design of the library working staff's career, staff structure, reference librarians and study-type library, the innovation measures for recruitment, use, training, performance appraisal,incentive mechanism, culture construction and so on are elucidated. On basis of analyzing modern human resource development theory in university library, the specific measurements for human resource development in university library are presented. The optimization for the internal and external environment of the development and the formulation of effective strategic development plan are discussed. The establishment of the mechanism for staff training and education and the mechanism for staff career plan are mainly expounded.In the fifth part, on the construction of human resource utilization, the creation of the external environment for attracting talents and the optimization of internal employment environment are discussed. The construction of library culture environment and the creation of the employment environment of competition and encouragement are mainly analyzed. The establishment of the optimization mechanism for working staff team, the mechanism for personnel selection and talent pool, the mechanism for performance evaluation and the mechanism for reference librarian and reference service are introduced. The above are discussed in the part of "the specific measurements for effective utilization of human resource" in university library in the fifth chapter. Additionally, the future of the development of human resource and its utilization is prospected in the ending part. The five development trends that human resource development and utilization in university library facing are presented. The first trend is about the development and utilization of the international talent resource.The second one is that the management mode, namely "attaching importance to utilization and making light of management", is popularly adopted by the librarians. The third trend is that owing to the flat organization in vogue, business team will lead daily service. The fourth trend discusses that the strategic status of human resource development and utilization in university library will be continuously increased. The fifth trend is about the fact that the human resource development and utilization in university library will increasingly develop in a professional direction.From the perspective of readers'requirements, the author focuses on presenting the opinion on the necessity of human resource strategic development and utilization and its innovation method in university library. The method for the development of human resource and its utilization is mainly discussed. This paper provides effective suggestions for reference to the sustainable development for university library.
