In recent years,the computer and network technology are developed at full speed, the application of Internet and Intranet is popularized day by day in the world. The whole society is fast developing to information-based and the all-around information network is forming, the traditional office procedures are facing the severe challenge too.All industries are aiming to achieve OA (Office Automation) system to improve the efficiency and to make working more orderly and systematic.It is an inexorable trend for government agencies and firms to construct a modernized OA system and bring so-called paperless officework.One, important idea of financial management for domestic and foreign insurance companies is:advocate the construction the partnership of finance and business.Both finance and business come to study how to achieve the maximum output-input ratio and actively build the cost advantage. Under this idea, the core is how to make rational budget. For the application of cost budget, approval will play an important role in strengthen service consciousness and participation of all departments into the company operation. At present, all the network OA system is based on the concept of workflow, which take advantage of the network and Routing System to make employees conveniently sharing information and improving the efficiency of teamwork. Meanwhile, OA System should have the ability of integrating with other application data for the development and information constructiion of the corporation. This paper mainly focuses on the research and implementation of the OA Expense Apply System based on an adaptive workflow model.This paper first describes the general situation of the OA Expense Apply System, and then introduce the related techniques of implementation of the OA Expense Apply System and the further study of the adaptive workflow model.Finally, describe how to design, implement and test the OA system by taking the OA Expense Apply System used in Ping An Life Insurance Company, Guizhou Branch as example. The system adopts the J2EE architecture based on the B/S structure, the workflow technique, and JAVA together. In order to combine with the other systems in the financial system of Ping An Life Insurance Company, Guizhou Branch, such as Budget Edit System, Document Management System,etc.,Oracle9i database manage tool is used to store and manage the system data, and the data can be required through SQL sentence, which accomplished seamless integration among data.Due to the limitation of length of the paper, research and implementation of the OA Expense Apply System based on an adaptive workflow model can not be reached in every aspect. But it is described as detailed as this paper can by analyzing, comparing and taking examples in hope of providing help to later developers.
