With in-depth study and application of Web Services and the need of variety of service automation tasks, more and more researchers has paid attention to relevant research and achieved many significant results. But there are still many problems in current web, such as the heterogeneity of information format, multiplicity of information semantic, deprivation and non-uniform of information relationship. In such a heterogeneous environment these research results can't work very well. In the other side, with the help of semantic web technology (semantic description and reasoning), Annotating web service with semantics enable service computing task can be more accurate and effective. So how to provide more extensive semantics, and how to use semantic reasoning to a more intelligent web service will be research trends in future years.At present, most of the studies are about reasoning based on single service-level semantics, and scarcely involve the inter-service semantic relationships. We hold that there exists extensive relationship between services, such as equivalence, composable, replaceable and so on. These relationships are especially important for service computing tasks like replacement, optimization, composition.This paper presents a rewrite model of Web services. The model adds rewriting rules about operations to a web service, so that a service is modeled as a service rewrite system. By using the inference mechanism of rewrite technique, we can make analysis and mining about services. Our method can be applied to optimization of QoS of services, composition and fusion of services, and so on.Combined with the model, we add the rule semantics for web service from the service provider and service requestor perspective and try to solve the corresponding practical problems. First, we attempt to add the rule semantics to WSDL(Web Service Description Language) and use it to support the tasks such as service composition and replacement. Then we discuss the conception of semantic process composition and attempt to solve some problems by adding rule semantics to process template.
