With the rapid development of communications networks, the competition among operators is increasingly intensified. In order to attract users, the operators have developed a variety of value-added services. Operators have a natural advantage to carry out voice value-added information services such as the vast customer base, powerful terminal and superior network support, which can provide a variety of information receiving means to facilitate information access and preservation. How to make a better use of call centers platforms to develop more creative voice value-added services is the very focus of this research project. By designing and developing "Ningxia Telecom Air Recharging System", this paper reveals the voice-based call center platform of the general method of value-added services and inspires some new ideas.This paper is focused on the design and development of Ningxia telecom air recharging system, making analysis and discussion of implementation of the main technique. By analyzing the needs of Ningxia telecom air recharging system, the system's functional requirements are clearly carried out. It is based on all above that the functions of the system modules and the overall structures have been designed. In addition, the paper combines the related theories of call center with software engineering principles, making use of system modeling tool for modeling of air recharging system and ER tools to design a database model and a voice flow based on business requirements. What' more, the interfaces have also been defined.Based on the above design, the business of air recharging is realized by utilizing Ningxia Telecom Call Center platform of No.10000. We have simulated virtual users on the system's performance load testing via the prevalent stress-testing software 'LoadRunner8.0'and monitored the server parameters and assessed system performance as well as analyzed the test results. The system has been running normally and performed stably in Ningxia Telecom, which has reached the expected goal basically.
