The enterprise is becoming more and more competitive, talent has become a very important factor to achieve strategic goal. For enterprises, human resources has become the most valuable companies compete for resources, it has influence on the success of enterprises. With the progress of the times, the size of the business is becoming larger, how to reconcile the interests of enterprises and employees demand is the biggest problem facing businesses. Therefore, the establishment of an effective human resources management system is necessary, it can help businesses optimize the entire business process, a reasonable allocation of human resources to increase staff motivation to work and improve work efficiency.Through the actual needs analysis research, the system uses the existing hardware and software environment, the development tool uses the powerful Visual basic 6.0, the database uses the Access 2000. The system uses ADO technology to connect access database. The human resources management system of the enterprise is based on C/S hybrid architecture. The whole system uses modules method to design programming, both for system administrators to maintain and complement the various functions that are suitable for the system changes.First, this paper analyzes the development of human resources management system for the background paper clearly points out the development tasks. In a detailed analysis of the human resource management theory and its state of development at home and abroad, based on a detailed analysis by various techniques, combined with the actual situation of steel enterprises, the human resources management system use of UML modeling techniques to analysis the functional needs. And then it gives the overall design principles of the system, as well as C/S architecture design patterns. The database includes the need analysis, conceptual design, and data table design. It also include the system detailed design and implementation. The system mainly covers the four functional modules, including system management module, the basic information management module, attendance management module and the user login management module. The final paper on human resources management system has been summarized and analyzed the future of human resources management system research prospects.
