As the request of the Ministry of Education, for the highly operable computer science courses, the Higher Vocational Education organizations should have a reform in teaching and examination field. Especially in examination ground, the traditional way of only using final exam as the concluding result should be abandoned, as well as the written examination should not only focus on the theory side, but also take the practical area into account. Instead of using the old ways, the paperless and operable computer examination should be carried out. However, this kind of method means there will be a cumbersome, complicated and long periodic scoring process, so it is urgent to have an automatic scoring system to solve the questions. Consequently, here comes Procedural Scoring System for Access Subjective Operating (hereafter PSSASO). The PSSASO is an automatic scoring system, and the PSSASO not only judges the target by its final correctness, but also assess the target by its validity within the scoring process. It is also a good solution for the cumbersome scoring complexity, and at the same time it could achieve a high efficient mass scoring process.The Microsoft Access 2003 can effectively organize, manage, and share database information, as well as link the database and the WEB to form a broader sharing of database information. Studying Microsoft Access 2003 is a compulsory course for practical computer science and e-commerce programs in Higher Vocational Education organizations. With the Higher Vocational Education organizations'teaching requirements of Microsoft Access 2003, founded on the practical teaching and practical learning, the writer would evaluate the advanced assess ideas and methods as a guide to try to design a Procedural Scoring System for Access Subjective Operating System.In this paper, the writer analyzes the worldwide automatic scoring systems in the first step, and then the writer finalizes a research target based on the course requirements and the characteristics of the Higher Vocational Education organizations. Secondly, writer has done a deep discussion of the potential theory problems within the designing process of PSSASO, especially since there are some unique characteristics of the Higher Vocational Education organizations. Ultimately all of the above finalized the thoughts of systematic and overall design, which also includes the systematic overall structure, function modules and the database development. By using the PSSASO, teaching staff could achieve a fast, efficient, high accuracy and strongly fair mass scoring process, reducing the working burdens. For students, the PSSASO could help them to have a clear look of their losing points and a better understanding of their problems, encourage them to adjust their study plans, arouse their passions and increase their learning abilities. In the last part, the PSSASO has been put into the teaching field and the results have been analyzed. And the writer summarizes the advantages and disadvantages of the research program, and prospects the further research direction to achieve a better result.
