Since North Korean put forward "the improving methods of economy supervising " in July, 2004, it goes on to strengthen the opening to the world, to set up the special administration regions of Xinyizhou state, to open the travel industry sites in the Jingangshan mountains and the industrial estate. It has obtained many obvious effects. But North Korean just makes its first step in the economy innovation and needs to face a long way before it. North Korean must deal with some ingredients if wants to go through the way well. First of all, it needs a steady political situation. If the innovation is carried through well, people will trust it and the political situation will be steady. Otherwise, people will oppose it and the innovation will not be controlled and the society will be in chaos which is the most serious risk that the North Korean government cannot endure. Secondly, it needs a steady relation between North and South. Although the two countries' leaders have set up negotiations and speeded up process of comprehension and the cooperation, it dosen't mean that the two sides have given up the tactic aims of the cold war area. South Korean still presents an active attitude to the economy innovation in North Koreanalthough there are many conflicts between two the countries. North Korean should make good use of this opportunity, continue to develop the relations with South Korean and create good conditions for the economy innovations. Thirdly, it needs steady international condition. The most important obstacle faced to the economy innovation is the flinty attitude of American. Until now, American has not delete North Korean on the "rascal countries" list and release the economy crack down on North Korea. Recently, American once again lists North Korea on the terrorism countries list and gets hold of the issues of the nuclear weapons. All of these will lead to the worsen of the relation between North Korean and American and will have influenced and restricted the outer ingredients in the process of the economy innovation for a long time from now on. The economy innovation of North Korean will benefit the stabilization and peace, the unification process of the Korea byland and the development of the international economy cooperation in the Northeast Asia. Hence, international society should provide North Korea a steady outer condition, make it concentrate on the economy innovation and create good conditions for the peace, stabilization and international economy cooperation in the Northeast Asia.
