With the development of modern management science, how to excite people's latent energy is being paid attention to more and more, and particularily in the public sector because of its management system and human resources management, the encouragement to people is ignored by people in human resources management for a long time. This paper based on enormous opportunity and challenge in the public sector of our country that face studies their compensation system and encouragement and restraint mechanism problem to come. Encouragement and restraint mechanism to the public sector's compensation system, theory circle and practice circle mostly carry on scattered research to the compensation system that different researcher proceed from each professional research field, and encourage the content in a certain respect. This paper attempts to structure the encouragement and restraint mechanism system of the public sector of our country from two respects including static and behavior. In addition, This paper is from the angles, such as standard , structure , system and form of the compensation system, etc., uses fair theory and expectancy theory in the motivational theory, to study the perfection measure to the public sector's compensation system of our country, have certain emergent novelty in studying the visual angle . Meanwhile, client-agency theory is fruitful about private department already in the past, for this reason, this paper tries to restrain issue from include of our country public department in client-agency frame to research. This paper is divided into five parts altogether. The first part is the introduction. Have stated the research background of the thesis and research meaning at first, has defined the relevant concepts, on the basis of the thing that carry on the survey in studying the current situation both at home and abroad, have introduced the main content of this paper and train of thought of research; The second part is the relevant theory of compensation system and encouragement and restraint mechanism of the public sector. Including economic theory , political theory , broadband compensation theory , client-agency theory ,encouragement and restrain theory from, with the research used for guiding a thesis, and the relevant content of combining the public sector has formed one's own thought view and system of train of thought , have established the theoretical foundation for each expansion of the chapter of afterwards; The third part analyses the public sector's compensation system of our country and current situation of encouragement and restraint mechanism. Concrete including has carried on the discussion to the public current encouragement function in level , structure , system and form of compensation system of department of our country, encouragement and restraint mechanism return to current compensation system existing problem go on systematic , overall analysis, it can offer important reference for encourage function to get to sufficient play; The fourth part it is the construction that the public sector of our country encouraged the restraint mechanism system. This chapter attempts to structure the encouragement restraint mechanism system of the public sector of our country from static behavior and two respects of trends ; The fifth part optimize the public sector's compensation system of our country and research of encouraging tied mechanism. On the basis of using international experience for reference, according to the current frame, from perfecting the compensation standard, reconstruct compensation structure , adjust compensation system and standardize compensation form four respect to perfect the compensation system in the public sector of our country, when probe into and optimize the countermeasure that the public sector of our country encouragement and restraint mechanism, try to put on client-agency under the frame public encouragement and restraint mechanism issue of department, have put forward overall train of thought and corresponding countermeasure treated and cured from inside effecting a radical cure and outside; The sixth part summarize and look into the distance , point out the place , prospect to this field and discussion of the prospect of innovation on the basis of studying of this paper.
