Study On Building A Well-off Society In All-round Way In The Resource-based Cities Of Heilongjiang Province

The 16th National Congress of Communist Party of China has proposed the great order of concentrating strength on building the more high-level well-off society which benefitted more than ten hundred million people in the first 20 years of this century and described a grand blueprint for national people. As a kind of special urban colony, the resource-based cities have the characters of relying on resource and the rise or decline of cities are closely related with resource that can be exploited. This is the peculiar problem while our country realizes a well-off society in all-round way.This text regards resource-based cities of Heilongjiang Province as the research object. After having analysed the current situations and the problems of three kinds of resource-based cities, which are coal, petroleum and tree city,it is natural to draw the conclusion that the industrial structure is unreasonable, resource-based enterprise's burden is heavy, resources decay, the ecological environment worsens, talents have already deficiently have become the yoke which has influenced resource-based cities to develope.The article researchs the theories of the resource-based cities of Heilongjiang Province on building a well-off society in all-round way,drawing the conclusion that building a harmonious well-off socitey of economy,sociey,natural is significant to solving the problems that the resource-based cities exist.So it is necessary to appraise the current situation and progress of the resource-based cities'overall well-off level of our province in all-round way.According to the 16th National Congress report, this article puts forward the new overall well-off level evaluation index system,which improve and perfected the already existing well-off level index. Useing factor analysis and composite index law to caculate 30 indexes of six cities of Jixi, Hegang, Shuangyashan, Qitaihe, Daqing, Yichun of our province. They are still low-level in building a well-off society. There are heavy disparity vary from overall standard of well-offlevel in different fields of economic development, population structure,education of science and technology,live quality,security, resource, environment,etc.In order to get rid of the resource-based cities' reliance on resources and realize sustainable development, the resource-based cities must carry on transition of the industrial structure,change into the plural leading industrial structure of market from the single leading industrial structure of resource, change into the deep processing intensive type of operation of resource from the elementary extensive type of operation processed of resource,change into many kinds of ownership composition coexisting from the ownership composition of single nationalization,change into integrated regional economy and social cause from blockaded between different departments, Implement the more educated transformation,promote the scientific and technological progress and innovationjmprove the health of the people, strengthen environmental protection, give play to the role of government's macro adjustments and controls,carry on system innovation,policy support,develop the jobs actively,perfect the social security system, realize the coordinated development among the economy ,society and resource,try to realize the well-off society in all-round way as soon as possible.
