Action, Organizational And Institutional Analysis Of Implementation Of Fruits-producing Of Standardization In Sichuan Province

With the changing of idea of consumer, they demand fruits with more and more higher quality in domestic and abroad marketplace. Especially after China joining into WTO, the furious competition among countries poses a flinty situation in the face of Sichuan industry of fruits. We have to improve quality of fruits right now. Therefore, the fruits-producing of standardization is brought forward accordingly. Although government, scholar and enterprise give full zest to the fruits-producing of standardization, its implementation does not reach the point that people expect. So to inquire into the reason why it fails and to put forward corresponding counter-measures are far more important. But traditional interpretation for economies only from the angle of endowed resources, stable preferences and given technologies is not enough. Only if we add institution to them we can open out the nature of our problem wholly and deeply. On the ground of field survey, with the tools of property and transaction cost theories, through analyzing choice of economic actors under some restraints, the author inquiries into the reason why the fruits-producing of standardization in Sichuan province in difficult to implement.Firstly, in this dissertation the author expounds the characteristics of fruits-producing of standardization and its status in quo in Sichuan province. Standardization needs high organization, which needs high input at the initial stage. Seeing from any face, the status in quo of standardization in Sichuan cannot make us optimism. Secondly, the author analyzes the actors related to implementing fruits-producing of standardization, which include fruit growers, their special co-operation organizations, enterprises which purchase and sell fruits, middle-men which purchase and sell fruits, consumes and government. Obviously, their action is very important to implement the fruits-producing of standardization. And then, the author analyzes the actors in some organization as cases. Through comparison of success and failure of all sorts of organization models, the author makes a conclusion. On the one hand, contract form and effective protection from law determine the validity of incentive-constraint mechanism. On the other hand, the occasion and the manner that government intervenes the economic activities and whether law can effectively protect the private property rights, mainly restricting government power and protecting the private property rights from government, determine whether government boosts or impedes theimplementation of fruits-producing of standardization. And they co-determine the success and failure of organization and the effect of implementation of standardization. And then, through analyzing the demand and supply which have effect on institutional changes, the author sheds lights on the adverse factors in implementing the fruits-producing of standardization in Sichuan province, which include that it lack of input, the development of special co-operation organization of farmer lag, government intervenes into the economic activities excessively and financial support to agriculture lack of institutional protection. Finally, the author puts forward some suggestion of implementing fruits-producing of standardization on the ground of analysis above, which include investing into fruits-producer, legislating for farmer's special cooperation organization, limiting government's power so as to ensure economic freedom and institutional innovation on financing agriculture.
