Research On Regulation Of Generation Tariff In Generation Market Of Finite Competition

Now, electricity power industry of China is in the period of constructing generation market of finite competition. Generation tariff is the focus during this period, so it gets universal attention. This paper researches the regulation of it from the point of regulation in order to discussing the problem of choosing regulation policies which can be propitious to the power supply, generation efficiency, reducing the risk of companies for transmission, innovation of electricity market, the development of economy and so on. According to the analysis of the regulation condition and situation of generation market in China based on the status quo of electricity power industry and market reform, this paper concludes that the research should build not only on the basis of regulation theory and experience, but also on the basis of the condition and development of China electricity power industry. Based on the research this paper gets the reform target and designs the regulation of generation tariff from the point of competition and no-competition. At first, this paper constructs the regulation model of generation tariff in the condition of no competition according to menus regulation theory in order to improve current method. The model can give different regulation according to different cost. Secondly, this paper discusses the method of calculating reasonable price cap in the condition of competition base on heuristic method. According to the above results, this paper analyses the united regulation and gives means of dealing with the problem of cross-subsidization, which finishes the regulation design of generation tariff in generation market of finite competition. Then this paper also gives an analysis of example according to the condition of electricity market in order to proving the feasibility and validity of the research. According the results, this paper advances policies and further research at last. According to the research on regulation of generation tariff in generation market of finite competition, this paper believes that it is necessary to change current regulation method. In the condition of no competition it is necessary to construct the regulation model of generation tariff according to menus regulation theory, and in the condition of competition it is necessary to get reasonable price cap base on heuristic method. At last, considering the reality of electricity power industry, it should be done such as inspecting mendacious cost and confirming regulation time limit and so on.
