As economic restructuring goes deeper in the state-owned enterprises, the pursuance and enhancement of modern business management is gaining momentum, and the budget management system, as an efficient management method, is becoming increasingly popular with more and more enterprises and entrepreneurs. Budgeting is a detailed quantitative planning, which expounds how to obtain and use resources over a specific period. Under the budget management system, the first step is to prepare budget, then a series of managerial activities proceed accordingly surrounding the implementation, control, evaluation and assessment of the budget.China Metallurgical Import & Export Corp.(CMIEC), ratified by the former Economic & Trade Ministry and Metallurgical Industry Ministry under the State Council, is a foreign trade company. After enter into WTO, how to enhance management skill is becoming a serious problem to Chinese companies in such a competitive market. Budget management, as an effective and efficient method, should be learned and applied in our companies. CMIEC, is knowned as a trading company, become build and implement the budget management according to the call of State-owned Assets Supervision and Administration Committee in 2003. CMIEC hopes to control the company's operation activities, increase the company's benefits and keep the company's competitive ability through the budget management. What has been attained through the budget control system since it was introduced in 2003? In order to answer this question, a thorough research herein is conducted on CMIEC's budget management system.First, I introduce the basic principles and techniques for the budget management in this dissertation, and then elaborate on the framework of such a system, thereby theoretically illustrating how to establish an effective and scientific budget management system and hence to improve the overall business management; thereafter make a survey of some foreign companies in which such a system has been deployed to offer some helpful comments for the company's reference in the future operation; in additon, analyse the interior and exterior environment to indicate that it is essential forthe company to strengthen its interior management and identify itself with the global market before it can meet the increasingly competitive challenges; moreover, disclose and explain the differences and problems arising in the budget management systems by analysing the background and consequences of such a system; finally, propose some methods and techniques from an all-round perspective which can be applied to improve the budget management system, and thus the company can advance its overall management, improve its competitive capacity, and enhance its sustainable development.
