To acquire the basic medical service fairly is an essential right to all our citizens. As a useful channel to attain medical service ,medical insurance helps realize the right.Beause its principal is to scatter the risk of disease and equalize the chance for seeking medical advice. The treatment and range of medial insurance that residents have neither depend on wealth nor ability to pay, but the basic requirement level. It is called distributing according to need and paying according to ability. Compared with the past, the fundamental medical insurance system of urban employee is a big progress. Since its pilot project in 1998,it has achieved great success. We all know everything will experience a "from immaturity to maturity" period, so will it. During the exploration, we will encounter many problems, most of which have something to do with equity. When we solve these problems, we are also perfecting the fundamental medical insurance system of urban employee.So,firstly,we should make clear what is equity, how about its standards, what kinds of inequity have turned up in reality. Then, we are required to find ways to solve them..In this paper,firstly,it describes the definition of equity of the fundamental medical insurance of urban employee and its content. Then, it introduce the theory of just assignment. All these make the qualitative analysis.Nextly,through presenting the current situation, it tells us the distance from inequity to equity in theory .This is called quantitative analysis. In order to explore deep, it also analyses the reasons.Lastly,the paper gives some countermeasures including abstract and concrete ones.
