So there is four points to analyses what restrict the economic development in west, reverse restrict of national factor, innovative ability of research and development, industrial structure and supporting facilities. On the other hand, the measures of America, Brazil, Korea which used to settle area problem are made used for reference. Trough above comparison, we find effective approach to upgrade the capacity of introduction foreign capital. It should be based on promoting the ability of research and development, founding high and new-technology enterprise, accumulating human resources. It becomes a corresponding practice, causing virtuous circles of development. So we can improve western general abilities of introduction foreign capital.
